- Outstanding Honorary Kapampangan Award (An award given to non-Kapampangans who have served and contributed to the welfare and/or reputation of the Kapampangan people/race and directly rendered services in the province of Pampanga. This award shall be given to only one (1) deserving person every year. This award is also equal and not in any way less than the other 14 MOKAs.)
Entry of Qualifications
- The nominee must be a Kapampangan by blood or by birth
1.1 By blood. At least one of the nominee’s parents is a Kapampangan
1.2 By birth. The nominee is born in any of the towns or clients of Pampanga
- The nominee must have personal accomplishment and/or body or work/s that have contributed to the betterment of Kapampangan people and race.
- The nominee must have an overwhelming or outstanding achievement/s in chosen field thus enhancing the honor and reputation of Kapampangan race.
Criteria for Judging
- Excellence
1.1 Recognition by peers, colleagues and co-workers
1.2 Exceptional body of work/s
1.3 Outstanding singular feat (e.g. Best Actor Award from international film awards)
1.4 Recognition by respectable institutions/award-giving bodies
1.5 Outstanding performance/ promotion in rank.
2. Contribution to Kapampangan Society/Community/People/Race/Reputation
Who can be nominated?
Any Kapampangan who can pass the required entry qualification for the Most Outstanding Kapampangan Awards. However, for the Outstanding Honorary Kapampangan Award, only entry qualification Nos. 2 and 3 are required
Who cannot be nominated?
All previous MOKA winners.
Who can submit nominations?
Any individual, group or organization can submit nominations
How to submit nominations?
- Get copy/copies of nomination forms from the Office of the Provincial Administrator, Provincial Information Office, Provincial Tourism Office at the Provincial Capitol, City of San Fernando, Pampanga, or from the Office of the Mayor/Office of the Barangay Captain in your respective town/city or you may visit and download from www.pampangancapitol.com
- Fill up the nomination from following the mechanics provided therein and submit the same to the Office of the Provincial Administrator, Provincial Capitol, City of San Fernando (P)

Mechanics
- All nominators must submit bio-data/curriculum vitae and a 12-paraghraph write-up/essay of the nominee’s outstanding or exemplary work or achievement.
- All nominators must submit birth certificate authenticated by the National Statistics Office or church baptismal certificate of the nominee as proof of birthplace or parentage. In the absence of these, any evidentiary document/s pursuant to existing national laws can be submitted. (These excludes nominees for the Outstanding Honorary Kapampangan Award)
- All nominators must submit two (2) half-body sized colored photos in formal attire and two (2) 2×2 colored photos of the nominee. Both must be recently taken
- All nominators may submit a three minute (maximum) video or testimonials from colleagues or any person/s not related to the nominee who can attest to his outstanding achievement and contribution to the Kapampangan community/race. (Optional)
- All nominators must ensure that the official nomination form is properly filled up with supporting documents needed and with the correct and true signature of the nominee or his thumbprint, if he is not literate.
- All nominators must provide photographs/documentation as evidence or proof of the nominee’s outstanding works or accomplishments. Any form of publication or taped/recorded broadcast of the nominee’s exemplary achievements or accomplishments must also be submitted. Original copies are required and will be returned after verification.
- All information/claims submitted by the nominator are subject to verification by the organizers/judges. The organizers reserve the right to verify with the church archives, municipal registry office concerned, the National Statistics Office or any government agency, which can authenticate the documents submitted by the nominator.
- To protect and preserve the integrity of the MOKA, the following are disqualified from submitting nominations or sign as nominators: Members of the incumbent MOKA committee; all incumbent elected provincial government officials; and all chiefs of offices and employees of the provincial government.
- All documents submitted by the nominators are considered property of the province of Pampanga.
- Nominations must be submitted on or before 5 p.m. on October 11, 2009 at the Office of the Provincial Administrator at the Capitol, City of San Fernando, Pampanga.
- The MOKA awarding ceremony will be on December 11, 2009, 5 p.m. in Bren Z. Guiao Convention Center , City of San Fernando, Pampanga.
